with reference to our previous newsletter<\/a> concerning the partial release of the outdoor access ban, please kindly be informed that the Government has introduced further mitigation measures on 15 and 16 May 2020 within the frameworks of the epidemic emergency, as follows:<\/p>\n

1. Measures applicable to the entire territory of Hungary except for Budapest:<\/strong><\/p>\n

The release of restrictions applied to the entire territory of Hungary except for Budapest and Pest county is now extended to Pest county as well. In addition, further measures are introduced with a territorial scope covering the entire country except for Budapest; hence, the previous measures are applicable considering the following differences:<\/p>\n

I. Provisions concerning the catering establishments, playgrounds, and accommodation<\/strong>s<\/p>\n

\u2022 From 18 May 2020 the following measures shall enter into effect in respect of the entire territory of the country (except for Budapest):
\n– it is allowed to stay and consume the ordered food and drink in the inner (closed) premises of catering establishments (in particular, restaurants, coffee shops, candy stores, buffets, and coffee-bars) observing the protective distance; however, the employees of the establishment present (when being in the premises open for consumers) shall wear a protective tool covering the mouth and nose (like a medical mask, scarf, shawl);
\n– the open-air playgrounds are allowed to be open to visitors;
\n– the accommodation establishments are allowed to welcome guests, and the guests may stay there.<\/p>\n

II. Provisions concerning family events<\/strong><\/p>\n

\u2022 From 1 June 2020, family events and gatherings (funerals and wedding receptions) are allowed to be held in the entire territory of the country (except for Budapest), provided that the number of participants is less than 200 persons. The wedding ceremonies and wedding receptions may be held in catering and accommodations establishments with music services.<\/p>\n

2. Provisions applicable in Budapest:<\/strong><\/p>\n

I. Rules related to the outdoor access ban<\/strong><\/p>\n

\u2022 The outdoor access ban is terminated from 18 May 2020.<\/p>\n

II. Measures aimed at the protection of persons above 65 years<\/strong><\/p>\n

\u2022 Persons above 65 years are allowed to go to food marts, drugstores, pharmacies, and shops selling medicines and medical tools between 9 a.m. and 12 a.m. In this time zone, only persons above 65 years are allowed to be in the premises of the above shops and stores, except for the employees working there.
\n\u2022 With respect to open-air markets, the local governments may provide otherwise, but they shall appoint a shopping time zone for persons above 65 years.<\/p>\n

III. Protective measures<\/strong><\/p>\n

\u2022 Each person is obliged to limit the social interactions to the lowest possible extent (except for the persons residing in the same household) and keep a distance of at least 1.5 meters from every other person, if possible; The public areas and public parks are opened for visitors; however, this protective distance shall be obeyed;
\n\u2022 During the term of shopping in stores and using public transport, each person shall wear a protective tool that covers the mouth and nose as well (e.g., medical mask, scarf, shawl).<\/p>\n

IV. Protective measures applicable to shops, restaurants, spas and other establishments<\/strong><\/p>\n

\u2022 Shops are allowed to be open and visited by customers;
\n\u2022 It is allowed to stay and consume the ordered food and drinks at the terrace or in the garden of catering establishments (in particular, restaurants, coffee shops, candy stores, buffets, and coffee-bars);
\n\u2022 To stay in the catering establishment is still prohibited (this rule does not apply to the employees of the establishment). The above rules shall not apply to the short-term stay in the catering establishment for the purpose of giving out and taking over of take-away-ready food;
\n\u2022 Beaches and open-air swimming pools are allowed to be open and visited by guests;
\n\u2022 Open-air museums and the zoo are allowed to be open and visited by guests;
\n\u2022 Services are free to use by any person; the stores providing services are allowed to be open and visited by customers;
\n\u2022 The operators of the stores, shops, and places that are allowed to be open and visited are obliged to provide for the conditions required to keep the protective distance;
\n\u2022 In catering establishments, the protective distance shall be kept between tables;
\n\u2022 The operators of the catering establishments are relieved of the payment of the fee for the use of the public area, from the effective date of the decree until 1 September 2020, in respect of the terrace of the establishment located and operating on the public area;
\n\u2022 The classes in institutions of tertiary education are allowed to be attended by the students, observing the rules set by the Rector. Visiting of the student\u2019s halls of the institutions of tertiary education remain is prohibited for students; the Rector shall provide for the conditions required to the observation of the protective distance.<\/p>\n

V. Provisions concerning events<\/strong><\/p>\n

\u2022 As an exemption from the restrictions applicable to the organization of events, funerals, civil marriage ceremonies, and religious events are allowed to be held;
\n\u2022 The rules concerning the protective distance shall be observed during religious events, funerals and civil marriage ceremonies (this does not apply to the couple);
\n\u2022 From 15 June 2020, family events and gatherings (funerals and wedding receptions) are allowed to be held, provided that the number of participants is less than 200 persons.
